Baron Zemo is back in Falcon and The Winter Soldier, ready to finish what he started in Captain America: Civil War.

In the latest trailer for Falcon and the winter soldier, Baron Helmut Zemo makes it clear that he does not intend to leave his work unfinished. That work started in Captain America: Civil War when he managed to tear the Avengers apart from the inside out. Eventually, he was arrested and locked in the same cell that Bucky Barnes once held deep within the Common Counter-Terrorism Center. That was the last time anyone saw Zemo until now.

In Falcon and the winter soldier, Zemo is no longer locked up. How he came out remains a mystery, but he’s a master strategist, so it’s not that surprising to see him walk free. And he wastes no time resuming his plans to eliminate the superheroes. This time, he may not be working alone. In fact, Zemo could be putting together a team of Marvel supervillains to help him achieve his goal. If that’s the case, the heroes have a lot of trouble.

The Masters of Evil

The Masters of Evil have gone through various incarnations over the years. They were first trained in the comics by Baron Heinrich Zemo to oppose the Avengers. The idea was to gather an adversary from each of the Avengers to defeat them. Eventually, his son, Baron Helmut Zemo, would end up leading three different versions of the Masters.

Unlike the teams of the past, he decided to go beyond the Avengers and organize an army of superhuman villains. He managed to take control of Avengers Mansion and captured various heroes, including Captain America.

The MCU has already seen previous members, Ultron and Yellow Jacket, failing to subvert The Avengers. But they did not have the years or the tactical skills of Zemo to devise a truly sinister plan. the Falcon and the winter soldier it could be the starting point of a successful Masters of Evil. Also, the return of Alfred Molina as Doctor Octopus, who is also a member of the team, could tie the show to Spider man 3.

The Thunderbolts

The original Thunderbolts, also known as Masters of Evil

In the comics, when Onslaught caused the destruction of the Avengers and the Fantastic four, Zemo had the brilliant idea to form a team of supervillains to take his place. He basically renamed The Masters of Evil so they would look and act like heroes. His plan was simple: use the heroic Ray to gain the trust of everyone on Earth before taking full control.

The Avengers are alive in the MCU, but they won’t be for long if Zemo has his way. As heard in the trailer, he doesn’t think superheroes should be allowed to exist. Obviously, ending a world full of super powerful beings will require a great deal of backing.

Multiple characters that have been associated with the Thunderbolts have been introduced or will arrive this year in the MCU. These members include Thaddeus ‘Thunderbolt’ Ross (Red Hulk), Yelena Belova (Black Widow), Ghost, Taskmaster, Batroc, and The Abomination. With Batroc confirmed to return in the Falcon and the winter soldier and Ross, Belova and Taskmaster stars of the next Black widow movie, it wouldn’t be surprising to see Zemo convince them to join his cause.

Zemo’s cunning intellect means anything is possible now that he’s out of jail. Whether it’s The Masters of Evil or The Thunderbolts, it seems likely that Baron Zemo will form his own team of supervillains in Falcon and the Winter Soldier. Chances are it will take more than Sam and Bucky to stop them.
