Dragon Ball Super Chapter 71 has revealed a fundamental truth about Ultra Instinct to Goku.

Since its introduction, Ultra Instinct has remained an elusive target for Goku. While the Saiyan was finally able to easily access the ability with the help of the Angel Merus, the Saiyan hero’s fight with Moro almost ended in tragedy due to the sheer amount of power that the use of Ultra Instinct takes. However, as Whis reveals in Dragon Ball Super Chapter 71, the only reason Ultra Instinct is consuming a lot of power from Goku is because he is misusing it.

At the beginning of Dragon ball super Chapter 71, Whis asks Goku if he knows the difference between him and the Angels. The Saiyan, who has never prided himself on his intellectual gifts, comments that it must be the halo around Whis’s neck. This response causes the Angel to summon his staff and hit Goku on the head. After this hard lesson, Whis says: “We are always in the Ultra Instinct state.”
As Goku tries to answer that he must transform to use Ultra Instinct, Whis corrects him saying: “Not exactly … You are equating Ultra Instinct with a transformation. When your heart is calm, your body should move on its own regardless of what what shape you are in. ” From here, Whis demonstrates his ability to use Ultra Instinct and impresses Goku, who promises to learn how to use Ultra Instinct not as a power-up. If he is able to accomplish this feat, as Whis says, Goku will break free from the “stamina drain” that prevented him during the fight with Moro. However, Whis does it It hints that there is a power of some kind of transformation that accompanies Ultra Instinct, although it is a last resort.
For almost the rest of Dragon ball super Chapter 71, Goku trains to better use Ultra Instinct and seems to make headway in his training. However, he is never shown in a direct battle situation, so it is unclear how much he has internalized during the chapter’s unspecified short timeskip. Still, Whis’s big reveal that Ultra Instinct isn’t a transformation will greatly alter the way Goku uses the ability going forward.
This twist makes some sense, and hints that Ultra Instinct isn’t a true transformation have been around all along. During the “Universe Survival Saga”, Master Roshi was able to use a very unrefined approach to Ultra Instinct. However, there was no indication at the time that Roshi was undergoing some kind of abnormal transformation. As such, it makes perfect sense that Ultra Instinct is more of a state of being than a true transformation. And now that Goku is learning how to use Ultra Instinct correctly, he may become a more formidable threat than ever, especially if he discovers the last resort transformation Whis mentioned.
