John Walker’s becoming a US agent makes it look like he got a pardon for his crimes, but Fontaine’s Contessa Valentina may have pulled a few strings.
Warning: SPOILERS for The Falcon and the Winter Soldier ending.
Despite his crimes, John Walker (Wyatt Russell) was apparently pardoned in The Falcon and the Winter Soldier final, but your conversion into the US Agent is more complicated than it sounds. Walker teamed up with Sam Wilson (Anthony Mackie) and Bucky Barnes (Sebastian Stan) in defeating the Flag-Smashers in New York City, and the former Captain America showed heroism in trying to prevent an armored vehicle full of hostages from taking over. plunged into a construction site.
On The Falcon and the Winter Soldier In episode 5, Walker was fired and stripped of his role as Captain America because he publicly assassinated one of the Flag-Smashers in Latvia. Walker was then approached by Contessa Valentina Allegra de Fontaine (Julia Louis-Dreyfuss), who has a shadowy influence on the annals of governmental power. But John also seemed to be on a downward spiral and mentally unbalanced, perhaps as a result of taking the Super Soldier Serum. Walker forged a new shield for himself, but refused to give up the idea that he was Captain America. Considering his undesirable status, it doesn’t seem to make sense that Walker’s crimes have been pardoned and he’s now the US agent. The Falcon and the Winter Soldier but there is a trajectory to Walker’s uphill climb out of desperation.

First, it was not declared at any time of The Falcon and the Winter SoldierThe end of which John Walker was pardoned or reinstated. At the end of the finale, Walker receives a black but identical uniform from Val, who renamed him Agent USA and promised that things are. “about to get weird”. So Walker’s official status is unclear, but he certainly now works for Valentina de Fontaine and any anonymous organization she represents. Val is obviously powerful and influential enough to bring Walker on board and can pull the strings of government. But regardless, Walker’s days as the official Captain America are over and that role (and shield) now belongs to Sam Wilson.
If Walker recovered from the goodwill of the government, it is because he publicly joined the fight in New York and helped stop the Flag-Smashers. There were numerous witnesses and a lot of television coverage that placed Walker on the scene and John was heavily attacked by the Flag-Smashers, who wanted revenge because he killed Nico (Noah Mills). But Walker fought side by side with Barnes and looked like the hero who was supposed to be like Captain America, so John got goodwill. Walker was unable to save the hostage-filled armored vehicle of the Global Repatriation Council because the Flag-Smashers ambushed him, but his heroic efforts did not go unnoticed.
It is also possible that Sam Wilson personally recruited Walker. While flying to New York, Sam radioed Bucky and said that “called in some backup”. Barnes immediately bumped into Sharon Carter (Emily VanCamp), who entered the scene incognito, but Sam seemed surprised to hear that Carter was there while Bucky went to see her. So if Sharon wasn’t the endorsement Sam referred to, then it’s possible that Wilson reached out to Walker off-screen asking him to join the fight against the Flag-Smashers and Walker jumped at the opportunity to redeem himself. After they got the win, Walker and Bucky were friendly and Sam nodded to John respectfully as well.
Of course, Walker may have been acting for the sake of Sam and Bucky because he was working for Valentina de Fontaine the entire time. Whether or not John Walker’s military discharge was reversed appears to be irrelevant as he works for Val, not the government. Meanwhile, De Fontaine seems to have the strength to have Walker acquitted of the crimes that caused him to lose the role of Captain America, even if she did not obtain a full pardon. Weather The Falcon and the Winter SoldierThe ending didn’t answer all the questions surrounding John Walker, the biggest question that needs to be answered is where and when the US agent will appear.
