The freeze came at a time when US and Chinese officials stepped up their climate engagement, in eve of the COP27 climate summit to be held in Egypt in November.

China and the United States are the two largest emitters of greenhouse gases. and its earlier bilateral engagement on climate change helped pave the way for the Paris Climate Agreement in 2015.
