Salaries to dead people, “aviators”, exorbitant compensation to senior managers, concentration of contracts for a handful of companies that, in addition, distributed bribes, basification of trusted employees, extortion of workers and contracting of more debt, are part of the forms of depredation that the PAN administration implemented, denounced the governor of Tamaulipas, Américo Villareal Anaya.
At a press conference at the municipal palace of Altamira, the president listed the findings in the most influential secretariats: Health, Public Works, Finance and Education. Perhaps the most serious so far is the existence of 7,000,000 pesos for the operation of the administration in the last quarter of the year.
“We received a bankrupt and even worse maliciously looted state. The situation of finances is worse than previously believed”, Villarreal said.
A week after taking over the state Executive Power, the Secretary of Finance, Adriana Lozano Rodríguez, admitted that they need two billion pesos to cover essential expenses at the end of 2022. Specifically, the official pointed out the risk of not paying bonuses, for which they are considering requesting money from the President of Mexico, Andrés Manuel López Obrador, on his next visit to Ciudad Victoria.
Villarreal Anaya referred to 5 specific cases that they will investigate and seek to prosecute:
Drug shortage. The Ministry of Health (SS) signed a multi-year contract with the company Intercontinental Medicines SA de CV Former Secretary Gloria Molina Gamboa authorized the payment of 1,150 million pesos for medicines for hospitals and clinics.
The new secretary, Vicente Joel Hernández Navarro, pointed out that the company only delivered the first two months of 2022 and partially the second two months.
Bribes for 4,868 million pesos. The head of the Public Works Secretariat (SOP), Pedro Cepeda Anaya, reported the hiring of a group of companies and the unjustified expansion of the initial budgets. In addition, he highlighted, the increase in the final costs of the works, which ranged between 22% and 25%. Said money, he accused, corresponds to the bribes distributed by the companies to public officials.
No patrols. In Public Security, Governor Américo Villarreal specified that 43.6% of the 785 patrols serve. This represents that 4 out of 10 vehicles are used in surveillance tasks.
Diversion in schools. In the Ministry of Education, deviations of 2,096.5 million pesos were detected, according to the Superior Audit of the Federation (ASF).

In 15 days, President López Obrador and his legal cabinet will lead a first rapprochement with Governor Villarreal Anaya and the federal and state legislative caucuses. The meeting will be held before the end of October in Ciudad Victoria. There, the Tamaulipas government will deliver a list of projects and budgets to be taken into account in the 2023 economic package.
At the end of the conference, Secretary Lozano Rodríguez delved into the concern about state finances. In an interview, she said that the amount needed to end the year without debt amounts to 9.7 billion pesos, of which They hope to obtain 7,000 million pesos from state taxes, such as the exchange of license plates.
“We found a deficit greater than 2,000 million pesos. We have to work clearly, we have considered raising a considerable amount with the state’s own resources, as well as from branch 28, to support the expenses that may be incurred. We hope to have the support of the president of the republic so as not to indebt the state.
Regarding the debt, the state administration recorded almost 16,000 million pesos, with monthly payments that will end until 2040. According to the report “Debt contracted with development banks and commercial banks”, the total amount is 16,010,905,963 pesos, as of June 30, 2022.
