10 Hoopa Unbound (Pokémon The Movie: Hoopa & the Clash of Ages) 
Although Hoopa Unbound may not be among the best Legendary Pokémon to appear in the movies due to its mythical ranking, it was a huge threat to everyone in Pokemon: Hoopa and the clash of ages. Hoopa Unbound not only had a careless and arrogant demeanor, but he did not hesitate to summon a powerful Legendary Pokemon destined to destroy everything in the city of Dahara.
On that note, Hoopa also wanted to eradicate his good-hearted alter ego, Hoopa Confined, allowing him to become the real Hoopa. Fortunately, Hoopa confined, with the help of Ash, his companions, and the others he meets in the film, ended the Hoopa Unbound rampage.
9 Lawerence III (Pokémon: The Movie 2000 – Power of One) 
One of the best Pokémon movies of all time featured a villain who was not only selfish but didn’t care about the Pokemon result of the world. Lawerence III, from Pokémon: The Movie 2000 – Power of One, he craved power and glory and did not care how cruel his methods were to achieve this goal.
Lawerence III showed no mercy towards the Legendary Pokémon he sought, using his machines to capture and physically damage them. On that note, he also had an absurd god complex and disregard for the safety of the entire world.
8 Alva (Pokémon The Movie: Volcanion & The Mechanical Marvel) 
Although this villain may not be among the smartest anime characters of all time, Alva’s manipulative and intimidating personality made him a fierce enemy for Ash and his companions to defeat. Whether her goal was to stop controlling an entire kingdom, manipulate the kingdom’s prince, or force mega Pokémon to evolve, Alva stayed true to her mission.
Not only that, but Alva intended to kill everyone, Pokémon or humans, when her plan is foiled later in the movie. Despite trying to escape punishment many times, he eventually catches Alva.
7 Butler (Pokémon: Jirachi – Wish Maker) 
Even though Butler was in a happy relationship with someone he grew up with, Team Magma’s mockery and rejection of his ideas led Butler to become the obsessive and revenge-seeking villain in Pokémon: Jirachi – Wish Maker. Having despised the safety of his lover alongside Ash and his friends, Butler did not want anyone to foil his plans to create Groudon using Jirachi’s powers.
If fans didn’t approve of Butler hurting his girlfriend and had selfish and careless intentions, then he realizes his mistakes when his Groudon creation wreaks havoc. Fortunately, Butler redeems himself and helps Ash, Max, and Jirachi take down their corrupt Groudon.
6 Grings Kodai (Pokémon: Zoroark: Master Of Illusions) 
TO Pokemon The movie character who could have the framework for an intriguing villain concept for one of the best time travel anime would be Grings Kodai from Pokémon: Zoroark’s Master of Illusions. Kodai is as selfish as one can be, blackmailing Zoroark into committing violence in the city, electrocuting Pokémon that get in his way, and wanting to destroy all plant life to regain his psychic powers.
Ultimately, Grings Kodai falls victim to Zoroark’s deceptive powers and goes to jail for his heinous actions. Bearing in mind that Kodai had successfully removed plant life from Crown City in the past and was willing to do so once again shows just how despicable it really is.
5 Annie and Oakley (Pokémon Heroes: Latios and Latias) 
Although Annie and Oakley do not match Jessie and James’s status as one of anime’s most iconic duos, they made a statement through their evil plans shown in Pokémon Heroes: Latios and Latias. Being members of Team Rocket, you can already tell that these two weren’t up to anything good, but unlike Jessie and James, they showed more damaging intent regarding their mission.
Not only do they damage Latios and Latias with power grids, but Oakley triggers a massive tsunami that drowns Alto Mare City and Ash along with it. Considering that Annie couldn’t stop her younger sister from abandoning her power-hungry attitude, which led to Latios sacrificing her life to save the city, it makes the villain of these two girls all the more shocking.
4 Molly Hale (Pokémon 3: The Movie – Spell of the Unknown: Entei) 
One of the younger enemies that Ash and his friends had to defeat was Molly Hale from Pokemon 3: The Movie – Spell of the Unown: Entei. Molly’s intention to hold Ash’s mother, Delia, hostage is horrible and cruel. However, when the disappearances of Molly’s father and mother and her loneliness are taken into account, some may feel sympathy for her.
Despite that fact, Molly is naive and selfish regarding her control over Entei and her desire to kidnap and prevent Delia from escaping her sight. Fortunately, Ash and his friends convince Molly of her bad ways, although Entei ends up in the dust at the end of the movie.
3 Mewtwo (Pokémon: The First Movie: Mewtwo Strikes Back)

Mewtwo destroyed buildings and people and had a strong revenge against the humans and Pokémon at his side. It took a battle between his counterpart Mew, Ash’s heroic sacrifice, and the tears of all regular and cloned Pokémon to help Mewtwo see the beauty behind the company between humans and Pokémon.
two Marcus (Pokémon: Arceus and the Jewel of Life) 
An evil, manipulative and cunning individual who caused the disappearance of his trusted friend is Marcus from Pokémon: Arceus and the Jewel of Life. Marcus was a very calculated individual who did not hesitate to attack humans or Pokémon that interfered with his plan.
When Ash and his friends are in the past, they witness first-hand the actions of this evildoer as he attempts to assassinate Arceus using an army of powerful Pokémon and silver water to subdue him. Not only that, but Marcus almost got Ash and his friends to disappear from existence.
1 The Iron Masked Marauder (Pokémon 4Ever – Celebi: Voice of the Forest) 
One of the most sadistic, cunning and intimidating villains in the Pokemon movies is the Iron Masked Marauder from Pokemon 4Ever – Celebi: Voice of the forest. Not only did the Iron Masked Marauder threaten Ash, his friends, and Celebi, he also targeted Team Rocket’s boss Giovanni and had plans to rule and overthrow him.
The Iron Masked Marauder’s abuse of Celebi; electrocuting him, forcing him to attack others, and manipulating Celebi to the point where he passed away for a brief moment. However, thanks to the surrounding forest Pokémon, Celebi’s health recovered.
